STATUTE OF MANITHAM

1. VISION AND MISSION:

- 1.1 Vision : Every individual in a society enjoys all the rights as per in the Universal Declaration of Human Rights and international instruments regarding with Human Right & Environment.

- 1.2 Mission : Manitham envisages undertake research and action to prevent and end grave abuses of the rights to physical and mental integrity, freedom of conscience and expression, and freedom from discrimination, within the context of its work to promote all rights.

2. CORE VALUES:

- The principles of international solidarity, effective action for the individual victim, global coverage, the universality and indivisibility of human rights, impartiality and independence, and democracy and mutual respect.

3. METHODS:

- Addresses governments, intergovernmental organizations, armed political groups, companies and other non-state actors. It seeks to disclose human rights abuses accurately, quickly and persistently. It systematically and impartially researches the facts of individual cases and patterns of human rights abuses. These findings are publicised, and members, supporters and staff mobilize public pressure on governments and others to stop the abuses. It also to its work on specific abuses of human rights, urges all governments to observe the rule of law, and to ratify and implement human rights standards; it carries out a wide range of human rights educational activities; and it encourages intergovernmental organizations, individuals, and all organs of society to support and respect human rights.

4. ORGANISATION:

- 4.1 An organization based on voluntary membership and it shall consist of region, structures, international networks, affiliated groups and international members.

- 4.2 The day-to-day affairs of shall be conducted by the Secretariat headed by an Executive Director.

- 4.3 The office of the Secretariat shall be in India.

5. REGIONS:

- 5.1 May be established in any country. In order to be recognized as such, a Region shall:

(i) prior to its recognition have demonstrated its ability to organize and maintain basic MANITHAM activities;
(ii) consist of not less than one group and 5 members.
(iii) submit its Statute to the Secretariat for approval;
(iv) pay such annual fee as may be determined by the Secretariat;
(v) be registered as such with the Secretariat.

- 5.2 Regions shall take no action on matters that do not fall within the stated vision and mission of MANITHAM. The Secretariat shall maintain a register of Regions. Regions shall act in accordance with the core values and methods of MANITHAM, working rules and guidelines that are adopted from time to time by the Secretariat.

6. STRUCTURES:

- Structure is an International body established by the Secretariat, to promote and implement the movement's vision and mission. The purpose of a structure is to co-ordinate a sustained program of human rights activities and consolidate its Regions. A structure must consist of Regional Chief Co-ordinator.

7.NETWORKS:

- 7.1 To promote and implement the movement's vision and mission, primarily on the basis of a specific theme or identity.

7.2 Network must meet the following requirements:

(i) have members from at least one different regions and/or structures;
(ii) have members from Secretariat program region;
(iii) be theme or identity based;
(iv) have terms of reference that meet the Statute and core values;
(v) have terms of reference approved by the Secretariat;
(vi) be formally recognized by, and registered with, the Secretariat.

8. REGISTERED GROUPS:

- Groups of not less than five members may, on payment of an annual fee determined by the Secretariat, become affiliated to MANITHAM or a Region thereof. Any dispute as to whether a group should be or remain affiliated shall be decided by the Secretariat. Each Region shall maintain and make available to the Secretariat, a register of affiliated registered groups. Groups in a country, state, territory without a Region shall be registered with the Secretariat. Groups shall take no action on matters that do not fall within the stated vision and mission of MANITHAM. Groups shall act in accordance with the core values and methods, working rules and guidelines that are adopted from time to time by the Secretariat.


9. INDIVIDUAL MEMBERSHIP:

- 9.1 An individual member can be any person who contributes to the advancement of the mission & vision of MANITHAM, who acts in accordance with the core values and policies, and who has been recognized and registered as a member by MANITHAM Secretariat, Region, structure or affiliated group by virtue of payment of annual dues or having been granted a dues waiver.

- 9.2 Individuals residing in countries, states, territories where there is no Region or structure and who are not members of an affiliated group, may, on payment to the Secretariat of an annual subscription fee determined by the MANITHAM Secretariat. In countries where a Region or structure exists, individuals may become international members of MANITHAM with the consent of the Region or structure. The Secretariat shall maintain a register of such international members.


10. SECRETARIAT:

- 10.1 The Executive Director who shall be responsible for the conduct of the affairs of MANITHAM and for the implementation of the decisions of the Secretariat.

- 10.2 In the case of the absence or illness of the Executive Director,  Programme Officer shall be in-charge appointed by the Executive Director.

11.
FINANCE:

- An auditor appointed shall annually audit the accounts of MANITHAM.

12. AMENDMENTS OF STATUTE:

- The Statute may be amended by the Executive Director. Amendments may be submitted to Regions.
