MANITHAM'S URGENT APPEAL:

MINOR DALIT [UNTOUCHABLE] GIRL COMMITS SUICIDE, DUE TO TEASING BY UPPER CASTE TEACHER

Mr.S Marimuthu, his wife Mrs. M Sivanammal belongs to Dalit [Untouchable] community. Mr. S Marimuthu staying and working abroad - Saudia Arabia and Mrs. M Sivanammal residing at Kuruvikkulam [via] panchyat, Alankkulam PO, Vapangkulam Village, Sankarankoil Taluk in Tirunelveli District, Tamil Nadu, India.

Brief Discription:

Mr.S Marimuthu, his wife Mrs. M Sivanammal's daughter Miss M Rama Lakshmi aged about 15, studing 10th standard in Kamavar Govt. Higher Secondary School in Kazhugu Malai, Kovilpatti Taluk in Thoothukoodi District, Tamil Nadu, India.

On 17-11-2003, Mrs. Kasturi, the School Teacher belongs to upper caste community, caught the student Miss M Rama Lakshmi, while copying in the exam. The student was immediately undressed by the teacher Mrs. Kasturi and scold her with vulgar words such as, 'SC Mundai' etc. in front of other students. Due to this agony & teasing, the student Miss M Rama Lakshmi mixed poisonous grinded seed - Arali seed, in the food and consumed on 18-11-2003, the next day of the incident. Later, coming to know this consumption, the family members & neighbourhood admitted the girl in Kovilpatti Govt. hospital in Thoothukoodi District, Tamil Nadu. On 19-11-2003,even after treatment by the doctors, the student Miss M Rama Lakshm died.

Police personel conditioned to Mrs. Sivanammal, mother of the expired girl, to sign in blank papers for the receipt of the body from hospital/police authorities. The police have not filed any case against this.

MANITHAM received information that Mrs. Kasturi - the teacher, to safe guard herself from this fault, has acquired medical certificate from a doctor that she was bed riddened on the incident day. It is said that the teacher is purposely very strict with the dalit students and due to this, already two dalit student has been expired, which has not been focused to the world earlier.

Action requested:

In 1989, Indian govt. passed the Prevention of Atrocities Act, which delineates specific crimes against Dalits.

Government of India acceded to UN Convention on the Rights of the Child on 11-12-1992. According to article 2 of this Convention,

"...respect and ensure the right....each child within their jurisdiction without discrimination of any kind, irrespective of the child's or his or her parents or legal guardian's race, colour, sex, language, religion, political or other opinion, national, birth or other status".

In the above narrated incident, harm & humiliation, sexual harassment forced the minor girl to consume the noxious substances. Even after death, the police also has not willing to file a First Information Report [FIR] under this Act, comes from caste-bias.

Urging you to take immediate step on this Discrimination against Dailts & minor girl.

MANITHAM Executive Director attended review meeting on 28-01-2004 held at Coimbatore Collectorate and the chief guest was Ms. Sudha Malaiya, Member, National Commission for Women.
