“Equivalence Certificate” for foreign students in UG
degree*
[Appeal to Bharathiar
University for an amendment on its guidelines on
admission]

SUB : Solution for
“Equivalence Certificate” for foreign students [EC]
from Association of Indian Universities [AIU], New
Delhi – Reg.

Some of the foreign students admitted during this
academic year with
Bharathiar
University affiliated
colleges have given oral complaint with us regarding
the compulsion of "Equivalence Certificate” [EC]
from
Association of Indian Universities [AIU], New
Delhi by payment of US $ 100.
We have taken this issue of studying and we want to
submit our founding for your notice:
1. The
guidelines for
admission 2007-2008 of Bharathiar University in
clause 2, sec. b, para VI state as under :
“Candidates who had
undergone courses by Universities/Boards outside
India and seek admission in this University area,
shall have to produce the “Equivalence Certificate”
issued by the Association of Indian Universities, A.I.U. House, 16, Kotla Marg, New Delhi – 110 002
[Phone No: 011-23230059 ; Fax : 011-23232131 ; Email
: aiu@del2.vsnl.net.in] to Bharathiar University.
Based on this equivalence certificate, the
University shall consider issue of an Eligibility
Certificate.”
2. While referring the
objective and activity of AIU, we found:
a. Very first
objective states that "- to serve as an
Inter-University Organisation;"
b. In Evaluation for admission of foreign students
in Indian Universities for their "EQUIVALENCE OF
FOREIGN DEGREEES, "they have stated, "Association
of Indian Universities in the nodal agency for
granting academic equivalence to the degrees awarded
by the accredited foreign universities /
Institutions for purpose of admission to higher
courses. Over the years, the flow of foreign
students joining Indian Universities has increased
considerably which has necessitated us to bring out
the revised edition.
It contains the details of equivalence accorded to
foreign qualification by the Association of Indian
Universities and universities in the country and
also the mechanism for granting equivalence to
foreign qualifications."
3. It is noted that
the AIU is not a competent authority for issuing EC
for undergraduate students as they are coming from
schooling level in their country. EC from AIU can be
needed only to Post Graduate course foreign
students.
4. We got a letter issued by AIU [ No : NO.EV/II(40)/2007/
Dated : 18 July, 2007] from Maharaja Arts and
Science College, Coimbatore addressed to Principal
signed by Mr. I.P.Goel, Section Officer, Evaluation,
AIU, Delhi. In that letter, it is stated in para II
:
“The candidates
intending to join Bachelor Degree programmes may
kindly be asked to furnish the copies of the
certificate of their academic attainments duly
authenticated by Indian Mission.”
5. To get more
clarification, we have sent an email to Mr. I.P.Goel,
Section Officer, Evaluation, AIU, Delhi on
30-07-2007 addressed to Mr. I.P.Goel’s personal
email : evaluation@aiuweb.org . But we have not
received any reply.
6. On behalf of our Manitham, the undersigned has
dashed to AIU in person and met Mr. I.P.Goel,
Section Officer, Evaluation, AIU, Delhi at 11.00 am
on 06-08-2007 for clarification. But his oral
reply not a satisfactory one.
7. We have come to know that more that 8 years
Bharathiar University has asked their affiliated
college to get EC from AIU for foreign students.
8. We approached Dr. Ramasamy, Vice Chairman, Tamil
Nadu State Council for Higher Education, Kamarajar
Salai, Chennai – 600 005 on 10-08-2007 for a
solution for this issue, as we come to know that no
other Universities in India is asking for EC for
foreign students by paying US$ 100 to AIU, Delhi. He
immediately clarifies and directed Bharathiar
University officials to look after this issue. He
also asked us to meet Vice Chancellor of Bharathiar
University in person.
9. We met Vice Chancellor of Bharathiar University
on 16-08-2007 at 4.00 pm at his office and clarify
the EC issue. With full cooperation and courtesy the
Vice Chancellor heard the things and given assurance
to put this issue before the Syndicate meeting organising today, i.e. 18-08-2007.
We think that this
issue will be solved during this meeting and a very
big relief to the foreign students who has joined
with the Bharathiar University affiliated colleges
during this year and as well in future.
